Just opened a bank account for the sole purpose of switching, do I need to wait for the 14 day cooling off period to finish and can I switch without putting any money into it?

No, and yes, but you would benefit from waiting to receive any debit card to the account and any online log in information.
Plus having a small balance to switch (£5) is a useful indicator for future reference of when the switch was completed.1 -
