  • Update: The lease company has received the PCN from UKPC as the registered keeper , they ( lease company) have sent a photo copy of the PCN to the hirer ( who the driver does contract work for ) the hirer has forwarded the photo to the alleged driver. 
    Now an appeal letter using a template will be sent to UKPC 
    Will keep updating

    I don't think the hirer can appeal as the letter is not in their name.  The company has to appeal using the Edna Basher template for companies, in the NEWBIES thread.  But the hirer company can only do that when they get named as hirers, by the lease firm, to transfer liability.

    Do you know if the lease firm has also written to UKPC to transfer liability, which is ALL they should do in law?

    The lease firm can't just photocopy PCNs in their name and bung them off to hirers without responding to UKPC,  That's what the tear off slip is for, to transfer liability.  If they fail to do this properly the lease firm remain liable and will get the next letters and will probably just pay an increased sum in a blind panic.

    Update , after receiving the pcn ( albeit a photo copy in an email) was able to appeal the pcn using the info gained off this forum. Received a letter today confirming that the pcn has been cancelled. 
    Thanks to everyone who helped.
