Ah I thought this was a hired/lease car and the PCN arrived by post, no?
If not, then that will arrive in just over a month with the lease firm and he needs to make sure they reply and tell UKPC his correct name and address as HIRER/LESSEE (not driver). Then he should receive his own notice.
The only danger here is someone at the lease firm paying it, so I hope he put his instructions in writing snd not by phone.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Once the liability has been passed to the hirer should the hirer then pass the documents received onto the driver but without revealing their identity0
