Hello,
I thought I would share my (or rather my partner's) experience of a similar scenario as the registered keeper of a vehicle issued with a PCN at Town Quay. We challenged it, with the advice from this forum and back up from the local MP and the landowner.

ParkingEye appear to be issuing a lot of Golden Tickets at the moment, so we regulars must remember to ask people to compare their PCNs against the golden ticket image link in the 3rd post of the NEWBIES thread, each time.
Obviously Town Quay is different, being Harbour byelaws land, so maybe ParkingEye are leaving those at the bottom of the PCN issuing pile, knowing that they can't refer to the POFA 2012 on the back so sending these a month later doesn't matter.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
