Southampton Town Quay, PCN

Hi All, I've just received a PCN from Parking Eye and feel it's unreasonable, I parked for 34 minutes, I'd tried to find a pay meter but only found ones that you needed a mobile phone for, I didn't have mine with me, so spent most of the time trying to find somebody to ask for help. Has anyone else had a similar problem?

    Lots of people have had phone problems and lots have had problems at Southampton Town Quay, PDTs are supposed to offer at least two methods of payment.  Read the NEWBIE sticky and you will see that Plan A is to complain to the landowner followed by Plan B, an appeal.  Also search the forum for Southampton Town Quay

    You will find other STQ threads on the forum. Learn how a site covered by byelaws is 'not relevant land', preventing a PPC from utilising the Protection of Freedoms Act 2012 (Schedule 4) to hold a registered keeper liable for the actions of the driver. 

    Any of the more detailed STQ threads will explain in more depth - and include the actions needed to force PE into conceding.

    OP, have you based your forum username on your real name? If so, you may want to get your forum username changed to something completely anonymous.

    To help with that, have a read of this item from the Forum's FAQs:

    Can I change my username?

    In most circumstances, we don't allow this.

    The only reason we will change your username is if it puts your privacy at risk e.g. you've inadvertently registered using your name, email address or something which gives away your identity within your username.

    If you fall into this category, email forumteam@moneysavingexpert.com your current username, the email address you registered with and three alternative usernames in order of preference.

    You really need to have your opening post urgently edited **, especially if you are using your real name on the forum. In a byelaws case it is imperative that there is no indication of the identity of the driver. 'The driver parked, the driver did this, the driver did that', no 'I, me, myself', or similar!

    ** As a newbie you cannot edit it yourself just yet, so you're going to have to PM a board guide and ask them to replace your post with a newly drafted one where the driver isn't identified. Board guides for this forum are @soolin and @savvy - they are very helpful.
