There is no such thing as a registered owner. The DVLA only keeps records of the vehicle keeper who may or may not be the owner. The day to day keeper may or may not be the registered keeper.
The keeper is under no legal obligation to name the driver.

Note my correction to your post. Some PPCs monitor this forum and have used post from here at the appeals stage and in court.
Compare the NTK with the relevant parts of the PoFA Schedule 4 (probably para 9 if no NTD was issued) to see if it was compliant with dates and wording.
As I said before, Plan A, then Plan B with the additions I suggested it.
The template is ready writ so the driver's identity is not revealed. If you are going to amend it, then do it carefully so you don't reveal the driver's identity. Please STOP ... take a step back and go read and digest the NEWBIES post 1. You don't need to rush at this and get it all resolved in 5 minutes! To summarise:
1. Complain in writing (email is OK) to the landowner and ask them to instruct the PPC to cancel the PCN. ( Plan A )
2. Within 21 days of the issue date on the PCN you may wish to file an appeal with the PPC ... with an IPC member company it's recommended to do the appeal (to show that you've engaged with the process should this go to a court claim - some judges have commented about this), but be aware that only 4% of appeals are upheld - it really is a "kangaroo court". ( Plan B )
3. Assuming any appeal is rejected, ignore all debt collector letters. They are an irrelevance and we don't need to hear about them.
4. IF you end up getting a Letter Before Court from the PPC or a legal company, or a court claim, come back here and update this thread. Follow the court guide from the NEWBIES to know what happens when.Jenni x5 -

You obviously don’t say “I was there”. You don’t delete anything from the template, it is a one size fits all appeal.
Did UKPS comply with the POFA please and I don’t want to hear “I phoned them and they said yes”. Eek! That was horrifying for us to read that you did that instead of just looking at the POFA link given in the NEWBIES thread for people to check.PRIVATE 'PCN'? The NEWBIES still needs updating* re. the advice to ignore the IAS appeal ... new advice is to do it to show that you've followed due process if it gets to court.
* C-m will update it when she's ready and the board guides unlock the thread for her. The problem is that when it is unlocked stupid people keep posting on it, so the board guides have to trim out all the irrelevant posts.Jenni x2
