On the IPC website , download it , use a pdf reader , read section 13

That is their trade body code of practice , so you could use it against them in any appeal if they failed to comply with their own IPC CoP
But as a non driving keeper , POFA is a law and so is better if they failed to comply with it1 -

also, don’t know what i should use in my appeal the grace period or the fact that the registered driver wasn’t driving? which one is likely to get me off from paying

if i name the driver doesn’t the fine just get sent to them?

It is not a fine.
Naming the driver throws them under the tram if the PPC have not complied with the PoFA. If you don't like the driver, or the keeper is not up to dealing with this, then you may wish to sacrifice them. That is entirely up to you.
You can name the driver any time before court proceedings start, which could be any time within six years of the alleged event (five in Scotland).
Plan A is a complaint in writing to the landowner
Plan B is an appeal using the template in blue text from the NEWBIES Announcement. If the NTK was non PoFA compliant then add a one liner to that effect.
If the car left within the allowed five minute grace period, then add a one liner to that effect.

I read oj one of the templates that the registered car owner does not have to name the driver. is this the case?
Do all PPC have to comply with POFA or not? I sifted through newbie post and i couldn’t find how to confirm. this is ukps based in leamington.
Landowner complaint idk if possible, they’re currently closed.
