    What's the easiest way to uncover the details of the land owner?

    Don't send that, it is truly pointless and Excel v Wilkinson was recently trumped by VCS v Percy as discussed on other threads.

    That is not what the NEWBIES thread says to send!  Gets you nowhere.
    NOT to hijack, but for information:- Was VCS v Percy in a higher court and has any answer to the spurious add-ons (such as Excel v Wilkinson) now been totally blown out  of the water ? 
    The pen is mightier than the sword ..... and I have many pens.

    Yes it was on appeal in the Excel v Wilkinson court area, where HHJ Saffman seemingly wanted to make a decision to stop his DJs from striking cases out, even though HHJ Jackson knows the score and believes they should be.  The two Judges clearly don't agree, but the Circuit Judge who heard the appeal was Saffman.  And he was persuaded the wrong way, despite @bargepole's best efforts. 

    He posted the judgment last month on MSE for everyone to read.

    Errrrm....that will be down to the new Code of Practice and Framework, which will make it clear one way or the other next year.  MPs are hopefully putting some pressure on the DLUHC, and some MPs really know the score, as seen below.  Good old Zarah Sultana (my bold):

    My Department has recently consulted on debt collection fees in Private Parking Charges, Discount Rates, Debt Collection Fees and Appeals Charter: Further Technical Consultation, which closed on 27 August. Government recognises that debt collection fees are a sensitive area. Widespread concerns have been raised by motoring organisations about the fees and practices of some parking debt recovery agencies. We will therefore carefully consider all consultation responses before making a final decision. We will publish the consultation response in due course.
