Previously it was inbound flights from India where 20% of passengers had an onward flight to Gibraltar. Problem was that they weren’t staying in Gibraltar for 10 days, in fact not even 10 hours. Rules from Gov.uk :
When you do not need to complete the form
You do not need to complete the passenger locator form or book COVID-19 tests if you’re travelling from one of the following places, and you were there for 10 days or more:
- Ireland
- the Channel Islands
- the Isle of Man You do not have to complete the form if your job means you’re exempt.

Who would you give the form to given there is no border control ?
I'm not suggesting people do it, but it does seem hard to enforce.0 -
You submit the form online as usual - failing to do so can lead to a fine -0
