You can see where the sign is on google maps above. It is in very small font and on the passenger side.
Excel's contract has not been renewed.

That's a BPA AOS logo.
The sign can't have looked like that if the event was after Excel jumped to the IPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It looks like from their signage that there is 15 minutes allowed to park. I guess that the drop off was within the 15 minutes.
It's possible that when your family left the museum was near to closing and that the driver got stuck in a queue of cars leaving the car park and merging onto the main road.
As they have not sent the SAR you cannot know the timings and therefore this has impacted on the defence points.
