Until the new Code of Practice comes into law next year and replaces the failed, self-serving Codes by both the industry Trade Bodies, it is not safe to use a pay and display car park operated by a private parking firm. You can almost never download and app an pay within the transitory FIVE MINUTES that the BPA allows.
Avoid private car parks, don't give them your custom. This will keep happening.

What about that nonsense on the sign that states payment can be made at any time during your stay - clearly not! I would be complaining about that to Initial Parking that it is a misleading term.3

But as the driver didn't pay enough, it doesn't matter too much when it was, or wasn't, paid.2 -

Argue anything you like , but expect failure , whilst hoping for success
Your case is about underpayment , not when it was paid , the driver expected to pay 60p in an honesty box for a £1 loaf ! Bilking1 -
Or stayed at the vehicle while another memember of the party resolved the payment issue. Given there were a variety of options available. No one seems to be bothered about parking on double yellow lines these days, even in extremely dangerous locations. The driver has tried every best way to pay via app/phone but no success.I don’t feel the driver has any faith winning if this goes to court, he is thinking maybe just pay for the £60 for these scumbags and close the file

The ANPR system is so unfair, the driver spent almost spending 30 mins to find a parking space and try to pay, then ended up being send a bill for underpayment! it absolutely defeat the purpose of the convenience of using a carpark!In this scenario, they win and the driver lose
