Initial parking at Marizion in Cornwall

Hi all, didn’t expect to come back to this forum so quickly after winning the last battle of parking fine with Mr Walton Wilkins.
The driver returned home from a staycation to a surprise of a parking fine while stopping at the Marizion carpark in Cornwall, managed by initial parking using ANPR.
Arrived at the carpark at 17:28, took a while to read through the T&C of the carpark. Then took another 10 mins to find a parking space. No change, so tried to download the app and called to make payment, no signal and tried for a long time still no success! By the time managed to get some change, it was 28 mins later after arriving in the carpark.

Received a parking fine for unpaid tariff time. I’ve attached some photos
Any help and advice would be greatly appreciate! Thanks in advance

Plenty of recent threads about this site , please find and read the advice in them
I you beat WW , you know that it's not a fine , it's an invoice ! No private parking company can issue a fine , not allowed
If you have read the newbies FAQ sticky thread near the top of the forum in announcements , you would or should know that plan A is the landowner complaint , not the appeal
Plan B is to appeal to Initial Parking as keeper , not as driver , using the blue text template from the newbies FAQ sticky thread
Plan C is Popla
Plan D is court
In a nutshell , I have condensed the matter into concise steps , please follow them , but I don't see any chance of a win for you here2 -

May I ask how can I find out the details of the landowner? I’ve looked through the newbie page and the landowner isn’t on the list.0 -

Plus I am sure that landowner details were posted in one of the other threads I told you to read2 -
Ironic that I was looking at the Cornwall planning page and checked for applications with ANPR.This one popped up for the Overflow car park. https://planning.cornwall.gov.uk/online-applications/applicationDetails.do?keyVal=QTM02CFGL0Y00&activeTab=summaryWorth looking at the comments.Initial also have retrospective applications for Folly field and Godolphin, and Slipway.From experience it seems Cornwall council allows ANPR and signage to be installed and then get the PPC's to apply for retrospective applications.

The T&C are lughable. Surely in breach of CRE
