If we left from an English airport but live in Scotland, where would we quarantine, England or Scotland?
Book the cheapest Ryanair flight from any airport in England to anywhere outside the Common Travel Area, departing within 24 hours of your arrival. Complete the Passenger Locator Form as instructed on the UK Government website https://www.gov.uk/guidance/coronavirus-covid-19-safer-air-travel-guidance-for-passengers#transiting-through-england indicating you are exempt from day 2 and day 8 testing and quarantine as a transiting passenger. Whether you take that cheap Ryanair flight or just go home is up to you 😉
    Not that simple
    https://www.heathrow.com/customer-support/faq/coronavirus-covid-19

All arrivals into the UK from a red list country are required to book the UK Government’s Hotel Quarantine package. Proof of booking will be checked by your airline before departure to the UK, and by Border Force, on arrival into Terminal 4.

The quarantine process applies to passengers arriving directly from a red list country, who will be met from their flight by a dedicated transfer bus and taken to the Terminal 4 Red Arrivals Facility.

The process also applies to passengers arriving by an indirect route into Terminal 2 ,3 or 5, who have been in a red list country in the past 10 days. These passengers will disembark into the respective terminal and follow the red triangle Terminal 4 connections route for their transfer to the Terminal 4 Red Arrivals Facility

    Not applicable if transiting landside.

'If you are planning to transit through Heathrow, please follow this specific guidance.'

You can also transit by departing from a different airport to the one into which you arrived. For example, you can arrive into Heathrow and then depart within 24 hours from Stansted.

potentially and expensive gamble and possible to be denied boarding without a hotel booking if arriving from red country
(it has not been made clear if separate tickets would qualify as landslide transit - open to abuse if so)
"If you break the quarantine rules you may face a penalty of up to £10,000."
All you need is evidence that you are transiting through the country (e.g. a boarding pass for a flight departing within 24 hours of arrival).

When you transit through England to international destinations

You do not need to quarantine on arrival or take a COVID-19 test on or before day 2 and day 8. This applies if you are transiting airside or landside.

    You must either:

    • remain within your port of entry until your departure from England, or
    • travel directly from your port of entry to another port of departure in England

Would need to stay in the other country for min 10 days to avoid hotel quarantine on return (or until the country is no longer red if that is sooner) and need to check what entry is for those that have been in the red country.
not taking the second flight and just going home would mean breaching quarantine rules

    Incorrect

    https://www.gov.uk/guidance/coronavirus-covid-19-safer-air-travel-guidance-for-passengers#transiting-through-england

    Transiting through England

There are different rules for ScotlandWales and Northern Ireland.

Passing through an airport in England while on the way to another country is called ‘transiting’. Some travellers call it a ‘layover’.

There are 2 types of transiting:

    • ‘airside’ - you do not pass through UK border control before you leave on your connecting journey
    • ‘landside’ - you do pass through UK border control, but come back through it and leave the UK within a short amount of time (usually 24 hours)

    Before travel to England

If you will be transiting through England, you need to do the following before you travel:

If you will be transiting landside through England you need to do the following when you complete your passenger locator form.

    • select ‘Stay in the UK’ under the Your travel plans section
    • reply ‘I will be travelling for an exempt reason’ to the question about whether you are required to self-isolate on arrival
    • select the Exemption options, and then select ‘Transit Exemption’

This includes if you are transiting onto the Channel Islands or the Isle of Man. You may need to show evidence of onward travel and where you will be staying at the border .

    Correct

If you didn’t take your onward flight you would be breaking rules the quarantine rules, with penalty of up to £10,000.

If you do take the onward flight out of common travel area , you can’t avoid quarantine in UK, unless you stay away for a minimum of 10 days. If you return to UK any sooner than 10 days since you were in the Red list country you would need to stay in the Managed Quarantine Hotel for the full 10 days - £2285

For the purposes of arrival into England all you need is evidence of your onward travel plans out of the country as a transiting passenger.

Yes ,you can transit through England without booking quarantine- the guidance says you need to show evidence of onward travel and where you will be staying . Quarantine Checks on arrivals from Red countries are stringent and at a dedicated terminal .

So if you are double vaccinated and you leave Mexico and travel to France ( transiting through England or travelling directly to France )and stay  for a minimum 10 night holiday in France - this is a legal way to “avoid” staying in Managed Quarantine in UK .

If you book a cheap flight out of the UK which you do not intend to take this is illegal , breach of quarantine rules and liable to fines of up to £10,000 plus you would still need to stay in Managed Quarantine at an additional cost of £2285.

I stand corrected regarding arrival from a Red list country. If arriving from Green or Amber list countries, having a flight booked to a destination outside the Common Travel Area within 24 hours of arrival will work.

    Thankyou @onashoestring👍🏻

If you are double vaccinated you do not need to quarantine either in a hotel or at home for arriving from a green or amber list country.
If you are not vaccinated you would need to follow the rules of the country you were going to. e.g   Jersey say

    Travelling to Jersey

Rules for all travellers and planning your journey

All passengers aged 11 and over arriving in Jersey should:

    • complete a travel form 48 hours before arriving in Jersey
    • follow testing and isolation rules (Safer Travel programme) or isolate for 10 days

    Before you travel

Before you travel to Jersey, you need to consider:

    • if you test positive when you are in Jersey, you will have to isolate for 10 days and will not be able to travel during this time
    • if you are identified as a direct contact while you are in Jersey, you may be required to undergo additional testing

    Travel form

All passengers aged 11 and over should complete travel form in the 48 hours before arriving in Jersey. Passengers who do not complete the form before departure can expect to be delayed on arrival in Jersey.

    Registration information includes:

    • contact information
    • travel details and dates
    • address(es) you will be staying at throughout your stay in Jersey
    • details of travel within the 10 nights before arrival in Jersey

    Complete a travel form

    Travel history

All passengers aged 11 and over should input the places they have stayed overnight in their travel form in the 10 days prior to arrival in Jersey.

    ements

All passengers aged 11 and over can choose to take part in the testing programme. Testing is free of charge.

If you do not take part in the testing programme, you must isolate for 10 days.

The period of isolation required depends on your vaccination status.

    Vaccination status
    Testing and isolation
Fully vaccinated (completed full course of vaccination plus 2 weeks)
Test on arrival (Day 0) and no isolation
    Not fully vaccinated

Test on arrival (Day 0) and isolate until negative test result

England's International Restricted List of banned countries

Passengers aged 11 and over, who have visited any country listed on England's international banned List must:

    • have a test on

      Travelling from France

France is not identified on England's International Restricted List of banned countries.

Passengers who have visited France in the 10 days before arriving in Jersey will need to follow standard testing and isolation requirements, depending on their vaccination status.

I don’t know why anyone has to have the hotel stay. If you need to travel back to the U.K. from one of the red countries just go somewhere else for 10 days before entering the U.K. Ireland, for example, has minimal entry restrictions for vaccinated people so you can stay there.
