I sometimes enter via text as well as free web entry, will definitely not be paying for any entries on this. Called my iPhone it took 2 rings to connect, called my cheap Motorola v3 phone it connected straight away so I guess it’d be a good idea in my case to use the number associated to the cheaper phone.

They know that the number of rings before the phone actually starts ringing can vary - they've even mentioned network latency in their Ts and Cs:
Bauer Media are not responsible for any network or technical issues an entrant may experience, such as latency of the mobile phone network, which may delay or prevent their participation or cause them to lose the Competition if on-air.

I don't think you could class/use latency as a get out on this.  This is normal network behaviour and easy to prove not issues with latency.

It shows that they understand that mobile networks affect how many rings customers hear at their end - so introducing a competition where the prize depends on it ringing immediately creates an issue that they absolutely know will happen.

Some networks/devices will play the caller a ringing tone while the call is connecting to the person being called (i.e. before the call actually connects and the target handset starts ringing) so if it takes longer to connect, the network/device will play more "holding" rings.
