The problem for the retail parks is they signed up with the parking companies before covid ?daveyjp said:If you want to fully experience where the BPA and private parking have lead us have a look at the parking policy for Vangarde Retail Park in York and tell me whether you would be encouraged to visit after reading the 'rules'.
It could only have been designed by Committee.
A combination of parking for a retail park, a leisure complex operated by a private operator.
To get rid of them will cost money
Vangarde Retail Park first responsibility is to their retailers who pay them rent. Given the mega increase in online shopping, it's probably time for them to terminate Horizon to ensure their retailers have a good future and not be cursed by money scammers.
Maybe when the BPA said that 40% of parking companies will go bust, they had Horizon in mind ?
Maybe someone should talk to Vangarde Retail Park about the future

And now The Times are on the case:

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.3 -
I doubt the parking company at Vangarde are raking in legitimate charges from overstayers, the confusion as to rules is probably the only thing which makes them money.patient_dream said:

York has another issue. It has a McArthur Glen, shopping outlet which also has a park and ride, there are absolutely no restrictions and no PPCs infesting the park. It is never quiet, yet John Lewis at Vangarde is already closed.

It's good to see The Times are involved, a newspaper probably most read by MP's
I hope the rest of the media follow through with this.
The words "fines and penalities" are still being used ?
I can see why people are so confused with the wording. The surely must remain as "parking charges" as private companies have no authority.
In the article government said ..."A government spokeswoman said: “We’re cracking down on rogue private parking firms and parking debt recovery agencies. Our new code of practice and appeals charter will eliminate fines for motorists who make genuine errors or have mitigating circumstances.”
If a governmet spokesman says "fines" ... what else don't they understand ??1 -
"A government spokeswoman said: “We’re cracking down on rogue private parking firms and parking debt recovery agencies."It's all starting to sound more like the government is cracking down on motorists! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Looking at the KADOE Requests for 2019/20 there were approximately 130 parking companies listed of which the top 30 accounted for 93% of all requests. Even if the bottom 100 all went "bust", (so 77%), there would be no noticeable change in the number of requests.

I guess if government goes against Sir Greg all hell will be let loose.Umkomaas said:"A government spokeswoman said: “We’re cracking down on rogue private parking firms and parking debt recovery agencies."It's all starting to sound more like the government is cracking down on motorists!
All the BPA are doing is flexing their wings before they fall out of the sky ... which will be soon.
The BPA future is bleak. They lose their code of practice, they lose their own appointed appeals service, they will end up just as a money collector which in turn allows the DVLA to collect even more money ?
The BPA have brought this on themselves with years of support for parking companies ... even through fraud and rogue traders who finance them. WHY would government take notice of such an organisation2 -
The BPA will hopefully be obsolete through being eaten by their own greed! The DVLA need to be held to account because they bury their heads in the sand, turn blind eye to the truth (telling BPA to sort it then acepting their lies) as thry take everything this corrupt sh*thouse sats s gospel because they want their endless £2.50s that they'll give up their members details oj q silver platter without question!
UK drivers do not deserve this!3 -
