I mean, it's not like Three were offering free roaming before the EU forced it, nor that Three are also charging for destinations outside the EU that were previously free, is it?

Brexit = no longer following EU legislation = UK mobile operators free to do what they want wrt EU roaming charges. What UK operators did before the EU roaming legislation kicked in or what they charge for non-EU destinations is irrelevant.
