Does a car park have to display that you could be fined/amount of fine?

My local station car park has recently changed its signage and introduced an ANPR and cashless parking system.

The signage says you have up until midnight to pay using the app but doesn’t explain what will happen if you don’t pay.  So could they still enforce a fine?

I realise this should be in the “parking” section.  Not sure if/how I can move this…

You'd be better taking this to the Parking sub-board.

Unless the car park is owned by the council then it won't be a "fine" - it'll be an invoice. And the fact ANPR is being used means it can't be a council-owned car park, as they are forbidden from using ANPR.

Take this to the Parking board and please provide far more details about this. (e.g. Where is it? Got a photo of any signs? Who are any "fines" supposed to be paid to? etc.)

Just noticed that your additional replies appeared whilst I was replying previously. You can send a PM to a Board Guide and ask them to move this thread. :)

A word of caution - some car parks at railway stations (I'm assuming that's what the OP means by "station") are covered by byelaws.  So whilst they're not council-owned, they are slightly different to a standard privately-owned car park.  I must admit I'm not fully conversant with all the rules 'n' regs in such a situation, but I do know they can be different.

Correct - and I'm aware of bylaws situations. I didn't want to complicate things here until the OP provided further details. :)

No further details to add, really.

Can a private car park (specifically at my local train station) issue a fine for non-payment without first disclosing that a fine could be issued and the amount of that fine?

A fair question.  I shall bow out at this point, as I don't know enough about how bylaws work to offer meaningful advice (other than I know the rules are different to standard run-of-the-mill private car parks).  Hopefully others more knowledgable on the subject will be able to help.

And the simple answer to your question is - no.

Firstly, a private car park operator has no authority to issue fines anywhere.

For further detail you really should get this thread moved to the Parking Board and then you need to say exactly where this incident took place.

Yes there are ... in fact I pointed you to at least 3 bits of info in my previous reply.

    * Who is levying the "fine"?
    * What is the "fine" amount?
    * What specifically is the "fine" for? (i.e. what exact breach is supposed to have happened?)
    * Are there any signs at all in relation to this? If yes, what do they say?

At the moment the only answer that can be given is .... maybe.
