So I lost the POPLA appeal. Now have 3 Debt Recovery Plus letters and most recently CST Law Unpaid Debt Reminder Notice.
Already wrote to the land owner (last year) with no joy. Do I wait till CST Law actually issue the court letter or should I write Complaint Letter to the landowner now telling them I will fight it?
Not looking forward to court but want to fight this on principle

You can try the landowner again. I can see no harm and it might help. At the same time though, be aware of what comes through the post so that you do not miss a letter of claim thinking it is just debt collector rubbishThe pen is mightier than the sword ..... and I have many pens.3

Adapt the letter I wrote for a CIS case last week, to reply to CST Law. It starts 'Dear R Taylor' so you can find it back in my replies from around 24th Feb.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
