Nope, never worth it.
I reckon the previous owner certainly got a PCN and maybe obtained your details from the DVLA themselves, as they would have had 'reasonable cause' to do so, then passed them on to PCM. But the PCM SAR should show this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
