Car Parking charges and false information from Ipserv Ltd

  • I've received this reply from Ipserv for my SAR request. All they've sent me is screen shots of the data they hold on me but I can't even access it as it's password protected and they haven't given me a password.


  • I just checked again and it says I have to phone a number to get the password to be able to access it

    I've managed to open them now. Most of it is the NTKs, reminders, and letters I sent them.

    A couple of things I've noticed is there is a letter that Ipserv sent to the Uni. In that letter as can be seen below it states:

    "On both occasions, the complainant parked within The University Car Park without being in receipt of a
    valid University of Suffolk car park permit."

    The complainant has never admitted to being the driver or that they were the one who parked. 

    Also, it says that all NTKs were in line with POFA 2012 and yet they admit in another paragraph that 1 was issued under POFA and the other was not. So they are telling 2 conflicting stories in the same letter.

    Also, there are only separate screenshotted photos for the 1st contravention, which is the one Ipserv has canceled. The only photos for the 2nd contravention are the ones that were on the original NTK and reminder but there are no separate screenshotted ones.

    I've just checked and I've also noticed that it states in one of the letters sent by Ipserv to the keeper that the complainant parked in the car park on both occasions

    I’d ignore that but would tell them that they appear to have missed out the photos and PCN History from their system, re the live PCN.

  • This is the reply I've received from the Uni about me questioning their decision to refuse my request for a copy of their contract with Ipserv to manage their car park. How do people on here suggest I rephrase my request, please?
    I've put the original request below their reply

    Our Finance and Planning department had confirmed the contact is commercially sensitive as it's signed between two parties. However, if you can rephase the questions / details you wish to seek around the car parks we may be able to disclose some of the information.


    My original request

    I am requesting under the Freedoms of Information Act a copy of the contract between Ipserv Ltd. and University of Suffolk for the management of 'The University Car Park' Long Street, Ipswich, Suffolk, IP4 1LQ.

    I also request evidence to prove that the contract was put out for tender before being offered to Ipserv.

    I think there was a case in the distant past where it was decided that a public body couldn't hide behind comercial sensitivity's far as FoI requests went.

    As for a contract being signed by two parties, unless I've missed something, isnt that stating the obvious with regards to contracts
    From the Plain Language Commission:
