But that's for a "normal" council tenancy, there are exceptions, which the OP's case might fall into.3 -

If you can get a mortgage and afford to buy a property then why don't you buy a house on the open market and leave the council house for people who are actually in need of discounted housing.8 -

it may have been a house for a janitor who looked after the school building and grounds, when it was in use.

The council replied today <The property is owned by our Education department and therefore we are not able to sell.
It may be that our education department may sell you the property but as it would not be under the Right To Buy scheme you would not receive any discount.>
Section62, Neither C and D nor exception G in guide book is applicable in my case.
Lover_of_Lycra said about type of tenancy, I started an introductory tenancy on may 2013 which became secure tenancy in 2014.
So far I couldn't find any exception in guidebook apart from the fact that its their internal arrangement of owing the property.
Any advice for the next step I should take will be highly appreciated.

Well you have decided that rather than rent you would prefer to own a property. As the one that you are living in is not currently for sale and even if it was it would be at market value you best bet now is to look for one on the open market and buy that.

Whatever your feelings are about right to buy (and I must say, personally I agree with some of the sentiments already shared in comments above…), assuming it’s a bog standard council tenancy then OP should still have exactly the same rights to buy as any other council tenant. It’s not her fault they allocated her a property owned by a different department, unless this property was obtained outside the usual process / housing waiting lists…
OP, assuming above is correct I would simply reply quoting the RTB law and asking them to tell you why you are not entitled0 -
Agree with other comments here. Ask Education dept if you can have it cheaper than market rates. If they say no, and I hope that they do, either continue to rent cheaper than market rents or move out and buy something at market rates like the rest of us. Nothing against you personally, but can't fathom why right to buy is even still a thing, and can't abide the whining about not being entitled to a the discount you assumed you would be. If you can afford to get a mortgage you can afford to get out and leave the property for someone who is in the situation now that you were when you qualified for the property. Imo all Council tennant's should be reassessed every 5 years to ascertain if they would still qualify for the house they're in and asked to jog on if not.15
