I don't think there were any signs saying ANPR in operation eitherI've drafted a complaint letter, does this sound like its in the right direction?Dear Thurlestone golf club,I am writing to you in regard to the parking charge notice that I received this week.Being a resident who very recently just moved away from the south west, I am astonished and equally disgusted by how you treat law abiding paying members of the public are treated when visiting the beach, a natural area of beauty! It was the first time I have ever visited Thurlestone and may possibly be the last.Upon arrival the sign for the car park said 200 yards to the right, where said entrance was closed, therefore the only route was through the car park where other members of the public drove through to park as well. This is unfair treatment where the signage deliberately confuses users and is also entrapment as they are forced to go through another carpark.Upon leaving I was blocked in by another user of the carpark where I had to wait 10 minutes until I was able to leave!. Your ANPR cameras have failed to pick this up, and also the fact when my ticket was actually purchased!. These are unfair charges and notices I have received, your singes are wilfully confusing and misleading and are a deliberate act to trap innocent drivers. I want this to be rectified and justified to why its thought to be acceptable, This is absolutely disgusting and wrong, how can local residents and members of the public be held to these extortionate charges to see "Natural outstanding sites of beauty".Yours faithfully0

Could they perhaps argue that the signs make it clear that the car park that you used - by using that entrance - is for golf club members and guests only?
The fact that the other entrance is closed could indicate that there is indeed no parking facility for anyone else.

From what I can remember there was a sign outside the golf course but I'm not 100% sure. It's a shame that GSV hasn't been updated, it would have been a massive help.2

Just a thought.If you follow Streetview up the road to where the road bears left there is a right turn to the Public car park for the beach. Maybe the Golf club which makes no mention of parking at all on its website no longer offers public parking.The planning permission as I can see only grants the retention of one pay and display machine nothing else.The official car park for the beach has directions from the owners here:

I don't think that is the same car park as indicated on the signs nor where the OP parked, it is too far away. The sign states 200 yards on right which would seem to be where the big house is. If you use GSV and the time machine, go back to 2009, there is a gate, which is open, a sign and a hut for payment. The owners of the golf club are at fault for not removing the sign stating public car park 200 yards on right! This is why I say you should contact the golf club with a serious complaint.2

This is the response I have received after sending an email to the golf club.
"Hello TickTacks,
Thank you for your email concerning the recent PCN you received.
I am sorry you feel that you have been harshly treated. I have no influence over the third party car park company and therefore I suggest that if you feel this way you go through the formal appeal process.

I’d reply, something like:
Thankyou for the swift reply, but this is a strange situation given the 3rd party parking sharks don’t own the car park and are merely agents. I thought the Golf Club entered into this contract? I have discovered that most parking contracts allow the landowner to cancel, so is the Golf Club not the principal in this contract or has it signed an agreement that allows you no control?The Government is stepping in and regulating this rogue industry. I understand that Ministers want landowners to be more aware of and accountable for what is happening on their land, given that a principal remains liable for the actions of an agent.Or is the contract not with the Golf Club but an overall landowner? If so, who do I contact please, who can get an unfair PCN cancelled? The appeal system is not independent, being run by the BPA, and one of the main changes will be to replace the self-serving appeals services in 2022. Sadly not in time for my case, hence my asking if you can exercise your right to cancel the PCN, given the facts.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
