Indeed, I cry every time Boris does not answer a question at PMQs.You never know how far you can go until you go too far.1

If you can't pay up your options are probably very limited, if any.
We win every set aside case and have done for five years or more, where a CCJ went to an old address.
UKCPM are simple to beat.
The logbook issue is always the cause, but that is the DVLA's fault because they breach the GDPR and DPA 2018 by not updating al databases when they know a data subject has moved. That's illegal and that is what is causing this - the DVLA - and PPCs take advantage of unreliable addresses that they know are likely to be old.
Anyhoo:
The sensible options DO NOT INCLUDE PAYING OFF THE CCJ because that doesn't wipe the damage and it gives in to an "outrageous scam" (Hansard 2.2.18) that MPs, the MHCLG and the Ministry of Justice know is caused by parking firms:

https://www.gov.uk/government/consultations/parking-code-enforcement-framework/outcome/parking-code-enforcement-framework-consultation-response
We've just been explaining that over 8 pointless pages to this person, when all they needed to do was read a few set aside threads and realise how easily it can be achieved (and no-one knows what the CCJ is all about at this stage but they still ALL get them set aside):

YOUR OPTIONS ARE NOT LIMITED. THIS IS EASY.
PLEASE DO NOT PAY OFF THE STUPID SCAM CCJ.
COME BACK WHEN YOU HAVE READ AT LEAST A DOZEN CCJ THREADS ON THE PARKING FORUM, PLEASE.

But you do know that you haven't cleared the CCJ from your record - it will just be marked as "satisfied"2

Paying means your credit rating is now permanently ruined for 6 years from the CCJ date instead of the CCJ being completely wiped, by following the parking forum advice. Most people pay nothing at all.At least tell us you negotiated a smaller sum to let them continue to trash your credit?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No-one should 'pay up' when discovering an old parking CCJ. It's the very last thing to do, yet this OP has now done that.

It's very hard to prove the PCN isnt yours. My ticket I was banged to rights really so tried to not pay it. I have ended up being hassled by Empira and I have checked it out and they can knock on my door. I dont want this so have paid in full.0

This is bad advice from a brand new poster, first post. We always suspect such replies are from parking firms. They really do not like the success of this forum and the kudos and knowledge we have.
Only a badly underinformed victim would pay a CCJ and suffer the damage for 6 years from some rogue ex-clamper, whose meritless claim and CCJ can easily be set aside. It's very hard to prove the PCN isnt yours. Not sure anyone was suggesting that, and your PCN doesn't even sound like a CCJ situation, if you even had a PCN.
This case was only about pointless and aggressive ex-clampers, UKCPM, whose Trustpilot reviews make your eyes water, don't you agree?

I reckon they will end up packing up their snooker table in Worthing, in 2022 and saying goodbye to their chef or whatever the perks were that we saw advertised when they were desperately trying to recruit what they called 'Customer Service' agents.
Parking firms don't have consumer customers., They have victims. This greed mentality will end.
