15p is the standard charge for a text from EE, so JDS are not making anything from it. It is really down to you to know what charges your supplier makes before using a service.
My contract allows me unlimited free texts. I also think you may be missing the point a bit here. Being charged for opting out of unsolicited spam is, in my view, an unfair practice. They're using a premium rate number to cover costs they're creating. At no point was I told, including in the text message, that a charge may apply. Are you saying you think this is fair and reasonable?
So if you've been charged for the text message that should have been free, isn't your complaint with EE?

As to the second part (in bold), it seems that JDS haven't received anything from you, so I can't see how they're covering costs by taking money from you.

    I don't disagree it's a nuisance practice, though.
It's JD who gets the 15p (like I said, it's a premium number). Thanks for your last comment - I am indeed seeking views on: A) whether people agree it's an unfair practice; and B) is it happening elsewhere.

JD do not get the 15p. Replies to shortcodes are not included in inclusive texts. So the 15p you paid was the stardard EE sms charge.
As far as I am aware, it's EE who takes the payment and then passes it on to JD, though I am guessing they'll take a cut.

You're guessing wrong. JD do not get any money.

OK - thanks for the education around texts and shortcodes....doesn't detract from the fact that it's a crappy way to do business. I'm just glad I didn't come on here looking for sympathy and support!

Scottish Power did it to me.  I was tempted to take it through the full complaints process, just to see what happened, but decided against in the end.

Given that they are using numbers that charge, when a normal mobile / geographic number wouldn't, I think they should be making it clear that it will incur costs - and certainly for opt-outs I think they'd struggle to claim it's both compliant with GDPR and in the spirit of GDPR.

Nonetheless, I doubt many people will be challenging organisations on this because it just isn't worth the effort for a few pence.  And I suspect that in many cases the companies themselves aren't even aware that it's set up that way.

Exactly - I suppose it has to go down as my new pet peeve!

As other have said JD do not get any money from this but you still have a valid complaint and that is against EE.

I don't think EE should be charging for these kind of texts when you have an unlimited text package either so make a complaint to them.

If they refer you to their terms and conditions make it clear your complaining that charging for them is unfair and not they didn't correctly charge you.
