Ebico and British Gas problems - which company is responsible and what is Ebico exactly?

I was an Ebico customer. Ebico went out of business and the account was taken over by British Gas.

I had an unresolved dispute with Ebico about billing before they went out of business. There is now a further issue with regard to a final bill from Ebico which British Gas have charged me.

Next, after my account has gone to British Gas,  Ebico came back into business like a Phoenix. However, previously  they were working with Robin Hood Energy and now they are working with Octopus energy. 

I am struggling to establish who is responsible for resolving the problems or even getting copies of relevant bills. Ebico maintain they cannot assist as the records were held by Robin Hood who are in administration. But my agreement was with Ebico and not Robin Hood and I would expect Ebico to keep records and to be prepared to resolve disputes.

However, Ebico appear to be enjoying the benefits of coming back into business with the benefit of the same name, but taking no responsibility for problems that arose with their services in the past. British Gas take a similar line. They say Ebico is just a trading name and that Ebico in partnership with Octopus is entirely unconnected to Ebico in partnership with Robin Hood.

But if Ebico is essentially nothing, why does it exist? Why was my original contact with Ebico and not Robin Hood. Why is it that Ebico wrote to me saying they were back in business and asking me to rejoin now they are partners with Octopus if Ebico does not really exist aa a legally responsible entity?

Britiish Gas now have my business and have charged me for an Ebico bill without providing all the billing information. 

Why can no one provide me with a copy of a bill from less than a year ago? Who is responsible for providing this and who is responsible for resolving the unresolved dispute I had with Ebico before they did their now you don't see me now you do, except I'm totally different trick?

I would be grateful if anyone could shed any light on who bears the responsibility in this situation. Thank you.

    Your contract was with Robin Hood Energy not Ebico. This is made clear in the contract terms and conditions that you agreed to when you switched to an Ebico tariff. 

    Quote: The terms and conditions below, along with the tariff, shall form the contract between you, the Customer and us, Robin Hood Energy Limited, for the supply of gas and/or electricity to your property under our partnership with Ebico Trading Limited (Ebico). Unquote

    Only a supplier with a Supply Licence can supply energy. It is responsible for billing and customer service. Ebico - along with a number of others - is known as a White Label Supplier. When a supplier fails, then all white label accounts are passed on to the SoLR: BG was I believe the SoLR for RHE. If you dispute the final Ebico Bill, you will have to deal with the SoLR/BG.

    As you say, Ebico has now partnered with Octopus Energy. Octopus will be the supplier and it will be responsible for contracts; billing etc. Ebico will be deemed a white label supplier of Octopus Energy.
