I pick location first, always. Then look at the space.
I prefer option 1, it's a nice place, but only one bedroom.

If you go for ground floor, you run the risk of having noisy creaky upstairs but you can put your washing machine on whenever you like!
if you go for upstairs, it's quieter but you have to think of your neighbours more.
I love these types of cottages, but area wins every time for me.0 -

If you do pick one of the two flats, changes don't have to be made straight away. Live in it, save, maybe a bit of paint then in a few years when you have some money start doing one room. Save up and start doing another.
There's absolutely no reason why a property has to be perfect when moving in, especially on a tight budget.
My budget was upto £80k, I ruled out a lot, including houses, and got the best I could for my needs. The bathroom is from the 60's, kitchen probably 90's everything else is 1910 - 70's. All I've done so far is paint a few rooms, that's over the existing paper, all the mahogany woodwork and remove the lounge carpet. Spent under £100 in over a year.
Work with your budget. Find the best property for it, regardless of interior age; try and avoid bakelite electric fittings unless there's proof of under 30 years full rewire, and use your imagination as to how you can turn that property into your home.Mortgage started 2020, aiming to clear 31/12/2029.1 -

Property 2. It will make you more money in the long run. It has more kerb appeal, is nicer inside and has an extra bedroom. And it's in a good road....0

If your prepared to renovate/diy location has to win.
Also ask yourself what you will be doing in the property and storing etc.0 -
