    OP says "the wall is shared with the adjacent property so it can’t be seen from the outside" by which I assume it's a party wall there, so no option to go straight through the wall. Would need to be ducted (up or to the back/front wall).

    I understand extractor fans in internal bathrooms, but in bathrooms with windows I struggle to understand the need for one.

    I guess whoever wrote the building regulations had a pal who owned an extractor fans company. That would explain it.
    There are no windows unfortunately.

    Well a bathroom with No windows should have an extractor fan with a timer and maybe humidifier.
    You can get Silent fans which run very quietly in the property and instal ducting to the front or rear of the 1st floor flat to remove the stale moist air and replace with fresh air to reduce/Stop mould build up.
    Fan connected to bathroom light and any good builder could install in a few hours.

    If something is shown on the plan(see below a screenshot of the plan, I can see that there is the extractor fan), than shouldn’t the seller make sure that it’s there prior to the sale completion?

    Thanks for the response. What is the point of having something on the plan then? Is it to show that back in time there was one and then it’s been removed?

    It's for whatever purpose the plan was drawn around the time the flats were built.

    The purpose of putting it on the plan was to show the builders to put one there when they built it.

    Maybe it's been removed.
    Maybe they forgot.

    Are you sure there is No fan running very quietly in the background ?
    Does the bathroom light come in automatically when you open the bathroom door !
    Hopefully the electrics and ducting are already installed and if just needs a new fan
