Extractor fan?

Hi all,
I am in the process of buying a flat (first floor - 3 storey building).
There are no windows in the toilet and no extractor fan, however from the plan it looks like there is supposed to be an extractor in the bathroom (see picture).
The seller was not able to confirm if there are existing wiring and ducting or if the fan would require a full installation, not if it’s possible to install one at all.
I’d like to arrange for an electrician to come and provide a quote but I am worried that he won’t be able to confirm if the fan can be installed without damaging the wall? Also, the wall is shared with the adyacent property so it can’t be seen from the outside.
What are your thoughts?

    What do the other flats have for ventilation? Any sign of them being ducted to the roof, for example?

    1. What do you think the chances of them saying "Yes" are, relative to the chances of them saying "Next buyer!"?
    2. If they do, what do you think the chances of them doing it properly are?

    (Doesn't the plan show windows there?)  Would suggest something like this for a windowless room

    Depends on when it was built/converted.

    More because it's a good idea for your bathroom to have some ventilation - it's not as if building control are going to be kicking in the door because you don't have a fan in your 1970s(?) flat.

    If there are windows, can you not just open them and achieve ventilation in that way?

    I understand extractor fans in internal bathrooms, but in bathrooms with windows I struggle to understand the need for one.

    I guess whoever wrote the building regulations had a pal who owned an extractor fans company. That would explain it.
