You are shooting the messenger. I did not set that phone system up.

He gets one chance to decide. He chose. He does not get a chance to change that decision.

I'm very sorry that this is not the answer you want to hear, but it is the correct one.

I have made many, MANY mistakes in my life. Everybody does. The difference is that some of us accept the consequences.

St Jude?  You could write to your MP with copies to The One Show, Esther Rantzen and the Archbishop of Canterbury but the chance of changing the system is probably not worth the effort.

And there's a simple answer - the choice has been made, he can't unmake it.

I need to think of something new here...

I've suggested he should write to the ticket office, Karen, and in all honestly that is the only option he has. Whatever offer is made (course or fixed penalty) is entirely at the discretion of the police. They don't have to offer either - they can refer all speeding matters to court if they wish. It is also up to them how they handle the process that deals with out of court disposals. The only thing your husband is entitled to is a hearing in court - and that's not recommended because it will cost him almost certainly at least  three times the fixed penalty amount (possibly more, depending on his income).

Yes, your question was a simple one and there is a simple answer which you have been provided with. One thing I would say is you should not "take on so" when people behave sanctimoniously. Sites which discuss speeding and other motoring offences are full of sanctimonious so-and-so's who seem to get a kick out of posting unhelpful drivel. The only place you will not get that is on Pepipoo.com. They have a firm rule - if you can't help, don't post. It is rigorously enforced and the posts that you take exception to on here would be simply removed if hey appeared on Pepipoo.

and right before a 30mph zone,
    Hang on....
So at the point where the camera was situated, he wasn't yet in the 30mph zone?
And they probably 'gunned' him at a certain distance, at least tens of yards.
So if he was gunned at 34mph at that point, he had ample time to lose 4mph for the 30mph zone.
Ergo, he wasn't speeding at the point he was gunned.
    I'm confused now.

How people get caught for speeding is one thing, it's people trying everything to get out of it that does my head in.
You've been a chancer, you've been unobservant, you've been caught, deal with it.
Please don't take this is a holier-than-thou post, I regularly break speed limits out of town and often reach speeds that would have me instantly banned.
I accept the risk, yet I have a clean licence and have done for years.
    Don't tell me it's luck, that's an abstract construct - joo-joo, bunkum.
It's called being aware of my surroundings, looking ahead and being aware of where it's likely police would/could sit.

I think I’d enjoy chatting to you over a pint.

I totally agree.  Every driver knows and understands speed limits and has a very clear indication of their current speed right in front of them.  If you break the limit, it is a conscious thing, so own it if you get caught.

Adrian C, I think that you think you know what you’re talking about but on this occasion, you don’t! As I have said time and time over, I’ll explain it in a step by step process for you, he was caught by a man with a speed camera, just past the brow of a hill and right before a 30mph zone, and therefore he received a letter asking him to declare he was the driver as the car registration informed the police that he was the driver. He admitted he was the driver then received another letter saying he had the choice of attending a course and paying a fine, OR paying a fine and accepting g three points. Now this is where it gets complicated for you, when he rang the number to make his choice of options, he actually pressed number 2, instead of 1, and actually went through the process then realised he’d made a mistake, but by then he was too late!! I mean you must never have made a mistake in your life to say the things you come out with, however I’ll forgive you for being perfect. Now, my question originally was does anyone know who he could speak to (he’s already spoken to the police and visited the police station where the notice came from) in the hope that he could start the process again and pay the fine and go on the course! I hope that explaining this is intricate detail, will help you understand. It was a simple question you know!
I think you’re looking for confirmation bias. You want to hear the answer that you are looking for. You’re not going to hear it. You want him to be able to change his choice, but he cannot. It’s not possible.

If you’d only accepted that in a kind and gracious way, there’d be no need to become sarcastic.

Although, I agree with you. Some people in this particular (motoring) forum need to lighten up.
It'll be alright in the end. If it's not alright, it's not the end....

I  think she would eventually get the same response after being told that it was unlikely to be able to be changed and then coming back as she has.  I've seen it happen - the mods give short shrift to those that come back in a strop because they don't like the answers they have been given.  I've seen Southpaw ban them.

Hurrah, some common sense. Not being caught is nothing to do with luck or fate, it's about paying attention and knowing - not hoping or guessing - how & where different limits apply. None of it is a secret, a speed awareness course will tell you all the things you need to know (never done one, I've picked it up over the years by paying attention) so that you can identify with almost absolute certainty if a road is a 20, 30, 40, 50 , 60 or 70. Like you Mr Bowfer I'm happy to exceed the limit on m'ways, A roads and some B roads, equally will stay within the limit where that's much more appropriate than getting a move on and at all times in a 30. If & when I do get caught one day for not paying attention I'll happily accept it - it would be the first since 1999 and even tho it would be entirely down to dropping my guard my wife would say I'm due one. Happy to rely on paying attention and knowing as opposed to luck / fate / payback.

I cringe every time my F-i-L drives us anywhere; for him entering a 30 zone is an invitation to start letting the speed gradually reduce, despite having been done twice for exactly that.
My fil does exactly the same. Despite being caught numerous times at speeds between 35 and 45 in a 30 he just keeps doing it. Stubborn.
Michael Winner was once quoted as saying he loved the bus/taxi lanes in London because for a mere £60 per day he could drive all around the city without being held up in the awful traffic  :D

Of course, bus lane infringment does not result in penalty points on your driving licence so for a multi-millionnaire £60 per day to avoid traffic jams must seem like a bargain!

No, he didn't. His choice was attending a course (no fine, but a fee for the course) OR paying a fine and getting three points.
