The landowner of the car park is the place to go to get this cancelled, the landowner should be protecting the retailers against the scam.
DCBL are scamming you with fake add-ons so don't contact them, ignore them. If you get a 30 day letter before claim come back here.

Except if you think they/the parking firm still have two addresses in the database. You must email them a rectification of address notice to erase the old address so that they only use the right address in future. I'd write to HV to tell them that you have contacted the 'site owners' who have agreed the parking charge is to be cancelled (if you have that in writing, attach a copy for HV). Ask that HV confirm in writing the cancellation but to write to your current address at <current address>, also confirming that they have erased your former address at <former address>.
