Oh dear @jillsweeney23 you have just about the worst form of electric heating known to man.

I have attached pictures of the radiators and the boiler
    Oh my.
I think you've got a very low electricity bill, all things considered. It helps that you don't turn the heating on.

Sorry you think over £200pm for a two bed flat is cheap?
we didn’t move into the flat until the end of December and like I say we often don’t have the heating on because it’s a warm flat

It's very bad news because you have to use daytime electricity, which is about five times the cost of gas.
If ever there's a cold winter or the flat(s) around you are unoccupied you'll be hit with enormous bills.
If you're renting and you already find the bills too expensive the only option is to move, and to find a single rate cheaper tariff in the meantime. You still haven't told us what your tariff is, but it's likely to be an old 'legacy' tariff which will just get more and more expensive until it's withdrawn because the meters aren't supported.
Some of these links may be relevant, although anything to do with Ofgem is seldom in Plain English or easily understandable.
  • It says our tariff name is standard

For an electrically heated flat in winter - yes.
It's "summer" switch that heating off.

    You need to think annually.

It says our tariff name is standard
But it seems to be multi-rate?  Economy, 7 Economy 10, THTC etc?  Otherwise how do you know so precisely how many kWh are used for heating and how many is used by everything else?
Do you have two separate electricity meters, or one meter with two registers?

You need to get the best single rate tariff that Scottish Power have.    Are you paying two lots of daily charges as well?  Ideally you need to switch to a cheaper provider such as Neon Reef but that might need a meter change and landlord's permission.  With single rate you'd only pay one, even if you stay with two meters and SP.
I'm paying only 12.11343p per kWh plus a Daily Charge of 13.2825p inc VAT, admittedly on a tariff no longer available for new supply, but their current tariffs rates are still far cheaper than yours
But whatever you do, an electric boiler will always be the worst solution.  Unless you move or install storage radiators, all you can do is damage limitation.
