If, in that template, it states "if you need any more information from me" then delete it, you only need to supply a scan of the V5C and/or the PCN.

Then use the PCN, which presumably shows your address and a redacted utility bill or a copy of your council tax bill (also redacted of personal/financial information).  The HMRC letter might work.

A copy of the claim form , unredacted , plus a redacte copy of the HMRC letter is ok , but leave your name , address and date showing on the HMRC copy , redacting personal details like tax code or pound totals and redact any national insurance number etcthe proof is about a recent official letter , that shows a recent date plus your correct name and address

No , follow the rest of the advice , drafting your Defence and posting the adapted paragraphs below for critique

The SAR is a sideshow , your Defence need to be done and submitted by email before the deadline , that is the main event. KeithP told you what to do , with deadlines , clearly you haven't done it , yet

I've read through the defence template, now i have an better understanding, but only thing is because i received the parking fine in 2018 i cannot remember why i didn't pay, I'm sure it was card only payment, i can't remember if the signs were clear or not and if i check now I'm sure there must of been some changing since 2018 till now

I'm sorry, but how can you be sure that the signs have changed since 2018?

Why not look on Google Street View and see if the signs have changed over that time period?

Why do so many newbies struggle what to put in #3 of the template defence, when it's an accusation about an unremarkable day years ago?

Clearly you explain that...and say the D is unable to admit or deny the accusation, nor even guess who was driving, and puts the C to strict proof of the incident, alleged breach and on what basis they are holding the registered keeper liable for it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
