    I think the OP isn't far off getting over the winning line here. As at today, there are 70 days to 17/07. In a couple of weeks time it will be 56 days. If a LBC is issued then, the OP delays a response until just before the 30 day deadline, then requires a 30 day delay for debt advice, and then it's chequered flag time. 

    So, it's not as onerous a task as it might look at first @Brandon9, but still drag it out the full way if you want to be absolutely certain of the filibuster. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Obviously, that is the whole point of the tactic of stringing it out with slow replies to DCBL!

    If you don't keep DCBL busy with replies and requests for evidence, what's to stop them passing it from DCBL Recovery to DCBLegal and the latter filing a claim at the eleventh hour, all because you have been contacting UKPC, which the 'reply slowly to every DCBL letter' tactic isn't telling you to do (yet).

    Stringing DCBL along is stringing DCBL along, not firing stuff off to the parking firm and leaving DCBL's wheels to turn, and issue a claim in time.
    I didn't send a SAR in the end to UKPC. What you are saying makes complete sense.

    I will wait until next week to contact DCBL and ask for some further evidence to be sent to me, it's just making sure I have the right questions at the right time to bide me another few weeks.

    Perfect, you will get there and if you run out of options near the end of the 6 years you can then send a SAR to UKPC (and a SAR to DCBL even though they have nothing).

    Hi, I am really sorry to bring this back up, but what questions shall I ask DCBL please?
    I have called them but they fobbed me off saying I need to speak to UK Parking Control Ltd to obtain any answers. Just left a little confused now and questioning whether I should just pay the fine  :#

    Never ever telephone a scammer or a DCA, everything must be on record.  WRT to your question, have you googled the matter? 

    Of course you should not pay it  IT IS NOT A FINE.  Please read the newbies and stop making these very basic mistakes.  

    Have you complained to your MP?

    You were told to write to them, so that it takes time for them to research the issue and write back to you.  There have been a few over this last week and there was one post that outlined exactly what the poster was going to do to prolong the issue.  Use the search facility, maybe with DCBL or UKPC in the search box and see what you can find.

    So should I write a letter to DCBL or call them with some questions, as advised in a previous post such as:
    1. What authority do they have to act.
    2. Ask for a breakdown for the figures claimed.
    3. Ask about payment plans.

    Do NOT call them - a phone call is worth the paper it is written on.  Use any and every thing you can think of to tie them up in knots and delay the process.  But do it SLOWLY.

    You have already been told, "Never ever telephone a scammer or DCA", were told to write to them, and given the reason's why.

    Ask anything you can think of that is relevant as already advised, plus anything else you can think of or found out as advised by Le_Kirk. Just don't ask all the questions at once.

    I would have thought the first question should be something like, What's this about? This is the first I've heard of it, then throw in some but not all of the previous suggestions and a few more. Drip feed the questions. When they reply, ask more questions.

    Ask where it happened
    Ask who owns the land
    Ask when it happened
    Ask how it happened
    Ask who was driving
    Ask them what coloured socks they are wearing

    I will write them a letter with 1 question and post it 2nd class this weekend. I guess I will wait for a response and then fire off another question and just repeat that process for as long as I can then.
    Are they not legally allowed to take further action then if questions relating to the "fine" have been asked?
