"Unable to confirm status" of tracked eBay item.

I've been on both sides of the dispute fence. Winning when I never received an item that wasn't tracked and didn't arrive and also losing when I didn't receive an item that WAS tracked but didn't arrive.
New one now for me. I bought an item on 19/April which is marked with an estimated delivery of Fri 23 Apr. I still haven't received it. I had a look and it's marked as tracked. Wonderful I thought, here we go again - more money spent and lost due to eBay's system.
I click the link and it just says "Unable to confirm status of your item". I click the sellers feedback (which is 99.4% over a 15670 score) and check out some of the negatives from the last month. A number of people complaining about item marked as sent yet not arriving. People mentioning a lack of communication (rather, non existent).
Just wondering what the outcome of a dispute in such a situation would be. I know if it's marked as tracked and says delivered then it doesn't really matter if it was 'delivered' to a house at the opposite end of the UK, i'd lose out because it's been delivered 'somewhere'. What about when it doesn't specifically say it's been delivered though? Should I get a refund?
And at what point would you open a dispute? I've contacted the seller today but based on other peoples comments, i'm not expecting a response.

Have you tried the reference number in the carriers website?
Unless it says delivered then the buyer will win the case for INR0 -

In fact to give it a full copy and paste it says:"Sorry, we're currently unable to confirm the status of your item with reference AA123456789GB . Please try again tomorrow. "2) Yes, that's how I got the above. If i just went off the eBay site then it only says "dispatched" but nothing beyond that. No tick for in transit, no tick for out for delivery, no tick for estimated delivery.Would you just not waste time with holding out for a conversation and go straight to opening a dispute?0 -
Is that the actual tracking number or did you redact it for privacy?0

You know, I was considering adding in there something along the lines of a mini notice, because i figured it'd get asked - and i've put in 9 digits because if i put anything less or more then i'm sure someone will point out that a correct tracker has 9 digits (even though i'm clearly doing it as an example .... well, at least i thought it was clearly).If someone said to you in a tone of shock/surprise "you could knock me down with a feather", do you go looking for a feather to actually try and knock them down with??Just wondering1

You put the example inside the quote marks, saying you'd copied and pasted it. No indication that you knew such an actual number would not be real. One thing I've learned here is that what might be obvious to one person may not be to another - so the number being obvious to me may not have been to you. Likewise but vice versa with the fact you gave the number as an example. No harm in checking rather than just assuming *shrug*
[For future reference some indication would avoid miscommunication but that's up to you, of course.]
Edit: having re-read your initial post, I would just go straight to a dispute. I've had various status messages for tracking/reference numbers before but not 'unable to confirm status'. Usually it's 'we've not received it yet' or 'an update will be available when delivery is attempted'. I'd be interested to know if anyone else has had it before, what the outcome was or what it meant.3 -
