They said to me the 19/20 tax return uses the old UTR as that was the tax year I was bankrupt.
No i have nothing as it was a paper one and i had to send it all back.
I have just been off the phone with the SEISS helpline and they have now said that they will look at my case again and i will hear something by 17th May.
So here's hoping0 -

My point was that with a paper form, you would have written the UTR on it.
From their own forums (which I see you have posted on also), they're saying people can ask them to review it (rather than appeal, important distinction). They also seem to be suggesting that you need to provide information on how HMRC are wrong and evidence, if necessary.
Not to be a Debbie Downer, but a review implies looking again to see if they made an error applying the eligibility criteria. While an appeal indicates asking them to make an exception on compassionate grounds (such is the case with late filing penalties...which you can submit an appeal for rather than request a review).
