    I think you first need to establish which UTR should have been used for each year, ringing HMRC to confirm is probably the best route for that answer.

    Right is the application of the law, which is all HMRC will be able to do, they can not make decisions about SEISS that to not comply with the legislation. Fair is a pointless concept, some people got more help than they needed, others got nothing, fairness does not come into it, just the law as written. 
    I am on the phone now waiting to speak to them about which UTR they have used for the 19/20 return.
    You mean which UTR you have used on the 19/20 return? 

    Do you not have the calculation or a statement summary?

    They said to me the 19/20 tax return uses the old UTR as that was the tax year I was bankrupt.
    No i have nothing as it was a paper one and i had to send it all back.
    I have just been off the phone with the SEISS helpline and they have now said that they will look at my case again and i will hear something by 17th May.
    So here's hoping

    It is correct that the year of bankruptcy should be dealt with under old UTR. 

    My point was that with a paper form, you would have written the UTR on it. 

    From their own forums (which I see you have posted on also), they're saying people can ask them to review it (rather than appeal, important distinction). They also seem to be suggesting that you need to provide information on how HMRC are wrong and evidence, if necessary. 

    Not to be a Debbie Downer, but a review implies looking again to see if they made an error applying the eligibility criteria. While an appeal indicates asking them to make an exception on compassionate grounds (such is the case with late filing penalties...which you can submit an appeal for rather than request a review).

    I have now lodged an appeal to the decision now and I'm gonna hear by 17th May. So here's hoping 🤞
