Seiss grant 4

Been refused grant 4 as hmrc didn't receive my paper return until after 2nd march, i did receive the other 3 with no problems. I was declared bankrupt in september 2019 and therefore my utr changed and i had to file my first return after discharge with a paper one. I did not receive this until mid Febuary 2021, i should have received it long before 31st January. I sent it off asap but because they did not receive it until after 2nd March, It is cut and dry I will not receive seiss grant 4. On the paper return i got it said to be sent by mid April and the late penalty charge was waived as well.
Can anyone advise me on what to do as through no fault of my own i am unable to get it

    The Government have set the final date for tax returns as 2nd March and this can't be changed and is out of HMRC's hands.

    so even though hmrc sent it to me late with no way of getting it back to them on time, it is still my fault for returning it late?

    They sent it to you late yes, they agreed to waive their part of the process as they had stopped the in time filing (no late payment penalties). You said you received it in mid February, even a paper tax return only takes an hour at most to complete so it could have got sent back than you did. When did you request a paper tax return?

    There are no mitigating factors allowed for SEISS. There have been exceptional cases approved on appeal, however those have been where the error is entirely the fault of HMRC (eg a submission reference given but the return was not processed for some technical reason). 

    You can always appeal and short of the five minutes it will take to write the appeal you have nothing to lose.

    Have you previously submitted tax returns (eg in 18/19, or earlier years)?
    Were you employed in 19/20 in an entirely SA basis, on PAYE?
    What is your employment status since, SA, PAYE, a mixture of both?

    As your bankruptcy was in 19/20 did this tax year conclude whilst you were still in bankruptcy, or had you been discharged before the end of the tax year?

    Your old UTR should have been used for the 19/20 tax year as that was the year you were declared bankrupt in, you would then use your new UTR going forward. 

    At what point did you inform HMRC that you were bankrupt, when were you issued with a new UTR?

    Yes i have been self employed since 2009 to present
    Yes no paye since before 2009
    Still self employed SA
    My bankruptcy was from Sept 19- Sept 20. Was discharged Sept 20
    Sept 19 Hmrc were informed
    Late 20 i received new utr

    I don't think there is anything you can do. I assume you just sent the return in via ordinary post?
