Thank you for your advice. Last time it was too much hassle with good ending...
I obtained via website www.completelyretail.co.uk landowners contact details...One needs to register on this website to be able to send email to them through it, but names are clearly visible and name of landowners.
Will wait what the response would be.
Parking charge notice arrived 2 days ago but issued 09/04/2021.
Does it mean I should appeal online within 14 days or wait until I hear from landowners.
Last time I won it was within 10 minutes extra time, this time it was 23 minutes but there was lack of signs at entrance at driver’s height plus I am not sure if something changed as for grace periods lengths and if those should be on display.?

I went back there and it is Retail park with plenty of shops so 3 hours free parking and in small read T&C’s inside car park which days no parking between midnight-5am, but tricky entrance signage anyway.0

Ideally wait for a landowner cancellation , there is no 14 days deadline , but your appeal deadline is 28 days , so before early may !
I would be appealing around the 30th April due to the may day bank holiday , as keeper using the blue text template
The subsequent popla appeal will include
Poor and inadequate signage
No landowner authority
POFA
The BPA CoP
If you think complaining and appealing is a lot of hassle , a court case is worse6 -

Update: I have not complained to my MP, yet.
Received reply from UKPC that have to pay, no extra evidence as requested, just that signs say to check...
I agree inside but outside is 3 hours free parking.
No reply as for how long is free parking after entering but I believe it is only 10mins in general.?1
