I wouldn’t go down the small claims route, doubt you could claim for money from another body.
The full explanation was ‘he forgot’ !
now saying I submitted late, though everything was wrapped up, signed and fee pain by 19.1.21. I know it is near the bone, but it still isn’t late.
You need to read your contract with them.  If you signed the contract and paid a fee on the 19th of Jan, I'm not really surprised they didn't get it done by Jan 31st.

Then he should have said that t would be done in time when it was handed in.
In fact he did do it in time but just forget to submit it.

He probably should have but what's in the contract is what matters.

Thought that fees were normally paid when the job was completed.

Payment terms/dates etc will be agreed as part of the letter of engagement/contract.  Pretty common these days for fees to be payable when the accounts/tax return is sent to the client for approval, then once signed and fee paid, they're submitted to HMRC.

It's funny (well it's not but let's say it is for the sake of argument) that if I'd jumped on and told the OP they should rush off and file a claim, you'd likely be the first to ride in and say that the OP needs to check their contract first.

But I'd never say you seem to always want to hold a contrary point of view just to pick an argument...

That's precisely why I don't use social media sites in general. Intolerance towards others for simply making factual observations.

Even if he alleges you were 'late', it's not a defence. The reason it wasn't filed on time is because he failed to properly submit it, or to check that an acknowledgement was received in time. Even if he had filed it 24  hours earlier, it sounds like he would have made the same error. If it was 'late' by his own definition, then he should have told you immediately that he may not be able to file it in time and would accept no liability for that. He did not.
I am baffled by your reluctance to pursue this, especially as it has lost you not only SEISS4 but possibly SEISS5 as well. A prompt LBA should see him compensating you, if necessary by a claim on his liability policy, though how he funds it is not your concern.

I’m afraid I have no fight left after the 18 months we have just had, to Pursue this, the little people very rarely win anyway.
It is written into the accountants contract that the books need to be submitted by November, so I doubt we would stand a chance. I think I just have to put it behind me, move on and live with it. I’m afraid, unfortunately sometimes life just isn’t fair.

That information would have been useful in your earlier posts and saved a lot of replies.
