A few days ago I would have been as critical of a victim as you are. I've been using the internet for 25+ years for business and personal use, and I always double check the URL and 'small print'. If it couldn't happen easily, then how did it happen? One moment of lack of concentration in 25+ years!
I would point to the fact that the DVLA allow this to be possible - for instance the HMRC website requires several levels of security including a phone call for access.

The DVLA knows this is happening, many times a day. Check the internet reviews etc.The people who operate these sites are leeches and they’ll continue to fleece the unwary/distracted until it becomes unprofitable to do so,...or until they are prevented from operating by legislation.
Legislation seems unlikely and the pot of unwary/distracted customers seems to be in no danger of drying up,...unfortunately.
