There is no transfer of liability slip on the letterBecause that's a reminder notice. It only appears on the original Notice to Keeper.Please note, we are not a legal advice forum. Your screenshot looks like the sort of evidence that CPP will accept, so I;d get the keeper to go through the process of naming the driver and giving your address (even if same) as the keeper) then you will get your own PCN in the post and can then show your evidence.
Meanwhile, PALS may well have already cancelled it if they are good (some staff are, some aren't) so prioritise escalating that complaint and use the same evidence.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

@samzoe I just had a thought (yes, it does happen) - if PALS doesn't cancel this, and the PPC goes for the court claim via MCOL, if you need some more photos of the signage but can't get back to the site so easily, I may be able to help as I live close to UCHW.3

the only letter received is the PCN asides the PCN reminder letter and it was the same format and wording except for the reminder that was added to the latter and there was no mention of transfer of liability
