Hi Guys,
Thank you for the wonderful work you are doing, rendering assistance to folks all around the country especially when dealing with these scammers.
My story is as thus; I am a Volunteer with the NHS Responders i.e During the pandemic I helped people who are shielding to get drugs from their pharmacies, do grocery shopping for them and even transport vulnerable folks to and from their hospitals.
I have a Coronavirus Parking permit which gives me the right to park in a council-owned parking space. On this fateful day, I drove a vulnerable lady and her child to the women section of the UHC, I didn't go into the car park but waited at the drop zone area for them, once they were done I proceeded to the machine and inputted the car reg no (note; I was using my partner's car on the day) the machine didn't recognize the reg no and so I assumed I wasn't owing.
I was surprised when my partner received a PCN 2 weeks after, she immediately appealed not mentioning me as the driver but stated that the machine wasn't working and asides that submitted a copy of my parking permit as an NHS volunteer responder.

My question is as follows:
- Should I get my partner to name me as the driver so they can face me
- They have refused to mention the point I made about their machine not working even though I attached a picture of the machine.
I will appreciate your advice in this regard.

Have you tried contacting PALS?Since you were onsite for a legitimate reason, do you have any documents or something to back up that you were there? This would help with PALS as well.3

They will cancel it when you complain to PALS and CPP will cancel it anyway on appeal. They daren't not, in your position. You do need to show evidence and yes, might be best to name you as driver for this one so you can evidence what you were doing.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I saw someones com[lain on this forum who complained to the hospital and they just referred him back to the private contractor.I am a volunteer and have no documents as proof. we respond to alert via an app called GoodSam.Once the task is completed we click on the complete button and that's all.

I have appealed and the letter I attached is the response from their appeal asking me for proof which I don't have except the permit which i sent

I haven't contacted PALS.... maybe don't know how?A number of possible ways - write, email, turn up at their office, phone, Twitter page, Facebook page .... enough to be getting on with there, surely?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

when should the driver be named:
- Should the keeper name the driver in response to their email so that they can issue a letter to the driver who will in turn defend himself and is there a format to naming the driver
- should the Keeper address their email and provide the little evidence they have and then name the driver
- at what stage do you advise I contact PALS and my MP, is it whilst appealing or after the appeal

If the keeper received a PCN - Notice to keeper, there is (should be) a transfer of liability slip on there to use. Always best to contact PALS and complain bitterly that you are carrying out a community service (or trying to) and are being hampered. The people you are trying to help are the very same people that PALS (P = Patient) are supposed to help!5
