Thought I would update you - reported to VCS and they believe it was an "accident." They also feel that the information is in the public domain, hence no breach has occurred. They believe it is an unfortunate oversight, and "a unique instance of the wrong letterhead being inadvertently being included within the documents." No mention as to whether they have notified the other party or the ICO.
Hopefully the relevant agencies (copied in my initial complaint) investigate and relay the incident to the other person.

I would warn the other person whose data you have been sent. At the moment, it is they who have been the subject of the data breach and they should be complaining like mad as well as you.
Both of you should be complaining to the scammer's ATA.
It really would help for us to know who the scammers are because some of them have form for doing this before.

Make their "accident" a costly one.
Has the PPC offered you any compensation? Have you asked for any? If not perhaps you should. It will be a lot cheaper for them than if you take them to court and win, read this

2x courts, DVLA, ICO, GIAA, and landowners of company where it is alleged I parked have were all notified a few weeks ago. VCS claim they did not receive the email... Maybe I will remind them of that when they state I 'received' their post (I didn't).
Strangely GIAA state that VCS are 'green' on the most recent audit. I have asked for more details.D_P_Dance said:Make their "accident" a costly one.

@KeithP - yes - sorry - bit of a difficult time (long story) - was posting late at night and couldn't see that it had posted on the thread - multiple windows open at the time & flicking between the too. Blame tiredness & stress/anxiety. Sorry.1
