UK CPS - Birchin Way, Grimsby

This is a new trap thats gone up recently. Basically, its turning into a little service area. Costa, Maccys, Subway, KFC and a Wickes store. The charge is for 'No Stopping'. I've attached the letter. The driver actually stopped for a few minutes to inflate a tyre with Tyreweld as it was going down. Also, the queues to KFC also have stationary traffic on the double yellows where the signs have gone up. So i wouldnt be surprised if they start getting 'fines'. Those queues would be immidiately right of where the vehicle in the grainy image is. The letter states 'parking' initially then in the reason for issue its 'No Stopping'. On previous reading am i right in thinking they have broken KADOE by requesting details for such a charge? The vehicle could also be waiting to turn right but is often unable too because of the queue for KFC and if the driver wanted to go to Wickes, for example, they would have to either wait to be let in or drive on the wrong side of the road.
Its a MNPR with some knob jockey sitting in his car with his camera.

I do not believe that you can prove that UK cps have broken a Kadoe contract , the DVLA will fob you off with the words reasonable cause !!

Any photos? Are there Local Authority signs alongside and referencing those DYLs? Do you have photos showing the UKCPS signage distribution and contents detail?Beechy74 said:

Double yellows can be stopped on. You can pick up and drop off passengers on them and you can wait while something is loaded or unloaded.
This is a misleading business practice so report them to Trading Standards, pointing out what DYL really mean in case they are stupid and think they do mean 'no stopping', as too many people do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That sign is what is known as a forbidding sign.
A driver cannot agree a contract for something that is forbidden.
And keep in mind... stopping is not parking. So how can they even suggest that by stopping, a 'parking charge' is payable?
Are there any other signs with different wording? Perhaps with more comprehensive T&Cs?3
