You really need to read what happens when. That's why the NEWBIES THREAD has a heading telling you what happens when and what to do.

I worry about posters who are not expecting the next simple form.  It's not good preparation, when it is all here and you already know where.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD

Can I the N180 form be scanned and emailed to the CCBCAQ@Justice.gov.uk or does it have to be sent via post?

The NEWBIE sticky states exactly that.  Also the advice given by @KeithP here 28 March at 3:35PM <<<LINK

But personally I would download it as a pdf document and fill it in on a laptop or desktop computer , add a digital signature and email it to the ccbcaq email address and to the claimant email address too

But yes it can be filled in on paper , scanned and emailed to the ccbcaq email address if you wish

No way would I be posting it by royal mail ( snail mail ) during a pandemic with millions of office workers sat at home working online !!
