So I've had a response from Iceland regarding my email asking why the PCN has yet to be cancelled on the system. I slipped in that they had asked for both PCNs to be cancelled yet they both show, and to be fair, their early emails did seem to suggest that they've asked for both PCNs to be cancelled (I didn't realise there was more than one at the time).

The informed me that they've contacted Excel again who have said they will send another letter for each offering the discount to £20 which is due within 7 days.

I was going to respond to Iceland that they have mentioned a number of times they've asked Excel to cancel it but wanted to get confirmation of the discount being offered again before I emailed them. No letter eventually came from Excel. I responded to them and explained that they have told me on a number of occasions that they will speak to Excel to cancel the PCNs and not to discount it. I asked them to contact Excel again and confirm that they've cancelled it as per their original request.

The finally responded something along the lines of

"whilst we do all we can to help our customer's we can only request Excel to cancel the fines not instruct them as the final decision lies with them.
I have escalated your complaint back to our Property Team for them to contact Excel again and request them to contact you directly to resolve your complaint."

Do Excel not work for Iceland? Why is it they can only request? They own the land. I'm thinking of responding again to Iceland reminding them again (already done so previously) that Excel work for Iceland and that they can not charge a PCN against the wishes of Iceland. I feel like also informing them I don't want Excel to communicate with me as all they do is ask for payment, and I'd rather have Iceland confirm with their own vendor that the PCN is cancelled.

What do you guys think of all this?

Sounds a reasonable reply to me

Do you think they're just trying to pass the buck? I keep telling them that Excel works for them and although in their first emails they've constantly said they'll ask for it to be cancelled, they now keep coming back to me saying that Excel will contact me directly, and when Excel do they just ask for more money.

Par for the course, you are not dealing with John Lewis here.

Ask why are they letting their agent tell them what to do and why is it £20 per PCN when standard VCS and Excel contracts seen in the public domain, say they will cancel for a tenner if the landowner asks?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok guys thanks. I'll add those bits to the email I'll send them.

So best case is cancelling the PCN by Excel will still be a minimum of £10 each if the landowner requests?

Yes, but the landowner could pay it...

As a generalisation when complaining to a supermarket I think that it is useful to state how much your spend is over a period of time.

Customers don't realise how much they spend at these supermarkets. They use them for groceries, clothes, petrol, homeware, prescriptions etc. It can mount up to thousands a year. They should be trying harder to keep custom.

They want people back into the stores because of cross sales and because online grocery deliveries are costly.

Is it worth losing all that business over a parking ticket?

"We have been in contact with Excel requesting for them to cancel your parking fine, Excel have responded to us and want to resolve your complaint, they have requested for you to contact their Appeals Department directly so they can reach a resolution with you."

I think that I would email Excel and state that their client, Iceland have requested that the parking ticket is cancelled and you look forward to their confirmation that ticket has now been cancelled and the matter closed.

This is the only resolution as far as you are concerned.

I would not telephone them. They are not the best people to engage with.
