    Perhaps more detail will follow because there were questions about debt collection and the point at which debt recovery should start.
    Surely debt recovery starts when it is a proven debt, not when it is a speculative invoice! This means AFTER the small claims court hearing.

    That was my response to the comments on the consultation but the outcome of all the comments has not yet been made available.

    "The exceptions outside of London are on land where parking is not invited or is restricted (often through the use of permits) to specific groups, for example private residents or staff. In these cases, the current £100 cap will apply. This is in recognition that these types of land have no direct analogue in the Local Authority system and of the importance of balancing the rights of motorists with those of private landowners. "

    Aren't on-street "permit holders only" parking bays the Local Authority analogue?

    Indeed, and they even have to layers of fines - permit hold who didnt display and someone who isnt a permit holder at all, from memory

    I see no relation between Council Residents only spaces and private car parks.  People who park in residents spaces do not own the land, in residential car parks residents often do.
    You never know how far you can go until you go too far.

    Is the single appeals system going to sit inside a legislative framework like the TPT or sit outside with the SRA regulating the regulators?
    • All land is owned. If you are not on yours, you are on someone else's
    • When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
    • "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere
