I don't agree with a 3 tier system, this will confuse and will certainly confuse judges and will create arguments as to which tier.. Let's face it, some judges cannot even get to grips with Beavis and abuse of process.

So let's hope they had a re-think and realised that you can't clutter a single sign in a supermarket/cinema/GP surgery (publicly invited) car park with more than one list of 'breaches' and two different parking charge contracts.
The danger is, more car parking firms will no doubt try to find a way of making a car park a 'permit only' car park. What counts as permit only, would Aldi car parks where you have to input your VRM fall within 'permit only' and thus be allowed £100 charges? That will need addressing to stop that happening.
And people who are permitted, and can prove it retrospectively, must be protected against those punitive £100 charges and not charged £204 -

One issue for starters:
there is a conflict between the blue badge scheme and the equality act, where someone may have a disability that affects mobility and they need to use a wide space to get in and out of a vehicle, but may not possess a blue badge, likewise in an anpr car park where extra time is required to do a shop.From the Plain Language Commission:

No details on the activities of the debt collection agents yet. It will be interesting to see if they will have to be regulated. I do hope so.
It will also be interesting to see the point at which the speculative invoice actually becomes a debt.

Indeed; it is not a "blue badge space" on private land. No such thing exists. Unless the govt redefines the EA to require their use on private land, which would be a loss in many ways, the name is bound to b3e an issue4
