Alexa and Google Assistant are powered by the AI systems of Amazon and Google, everything else is so far behind as to be a incredibly poor cousin, even Siri, with Apple's billions is Alexa's idiot cousin. Samsung tried Bixby, it is poor compared to Assistant or Alexa.

The Echo and Google devices can be very cheap if you get them on sale, especially the base Echo or Mini. If you are only willing to pay £20 you would be able to get an Echo Dot or Nest Mini when on sale, other than that you have no other options at that budget point.

Amazon discount the Echo's below £20 for Black Friday. I got a Google Nest Mini for free because I have a Spotify subscription.

I'm not sure what you want exists. I know it may be difficult, but, try to save a few pounds  more and you can get a Google mini or Echo dot.
Give this a look....Google Home Mini Hands-Free Voice Commands Assistant Smart Speaker - Charcoal 842776102355 | eBay
You will also need a smart phone to set them up.

What?  Flash green annoyingly every time you're going to get and Amazon delivery, say "I'm sorry, I don't know that one" of tell you for the one millionth !!!!!! time that "did you know, this skill can be linked......" when you just want to listen to Radio 6. Of course I ****ing did, becuase you told me this yesterday, the day before and every single other day I gave you a simple command to play Radio 6.  If you're so smart, you've have remembered this Alexa you !!!!!! halfwit.

And don't get me started on trying to use it as kitchen timer........
Seems you have issues, mainly ones that those of us who have it working correctly don't have.... :D
