I'm interested to know why you needed underfloor heating in a utility room.
Its not a room to hang around in.
A radiator with the door shut would help dry clothes.
There was a small radiator in there and it was about as useful as a chocolate teapot. We wanted underfloor heating as there is a toilet attached to the utility which we’ve just refurbished.
We only did the floor in the utility, it still needs complete refurbishment, which we’re doing next month with the kitchen. The radiator is still there so would you advise maybe upgrading it to a bigger one...and maybe also adding a small one to the toilet?!

edit - there seems to have been a bit of a damp issue on the utility, which is why we wanted a more effective heating system in there. The walls were wet to the touch with condensation and the room was so bloody uncomfortable to be in during the winter...

You need to find out what the cause is, & fix that.
