Yes , you email the DPO at Initial Parking with a data rectification notice , attaching proof of address change , telling them to erase your old address and to use the new one for service of papers , under the GDPR law1

1. As things stand, payment now sees you clear but they'll want £170 now you've lost the discount period.
2. Litigation offers a chance of:
2.1. Complete win (pay nothing)
2.2. Partial defence (pay ticket and limited costs, but not the £70 they've bolted on randomly
2.3. Complete loss (pay all amounts claimed)
Only 2.3. Means that your financial outlay is higher than at present. As such you may feel that there is little to lose from fighting it at this point. That will take time and effort, which is also a commodity you may value.
*Attention everyone: [positions soap box] contrary to all the suggestions in the red writing from the likes of DRP, a county court judgment means nothing PROVIDED THAT you pay it promptly. Thousands of cases are processed daily.
The thing that gets registered and which can effect credit ratings are undischarged judgments (i.e. When you disregard a court order to pay).
PPCs don't like to make that distinction clear, referring to judgments rather than the failure to pay, as the fear of the unfamiliar court process is used as a tool to encourage people to pay, even if they feel it unjust.
